ASSESSMENT
- Document the existing condition of the site and record any visual evidence of environmental impairment
- Identify the past site use and operational practices that might increase environmental liability
- Assess and qualify the level of environmental risk
- Provide adequate data to support a transaction or recommended further investigation
- Provide documentation to demonstrate due diligence and establish a good faith assessment effort as defense support in the event of future claims

RECONNAISSANCE
- Inspection of site property including buildings, utilities, lagoons, storage tanks, piping, pollution control equipment and waste disposal areas
- Inspection of surrounding land and identification of property use
- Interviews with past property owners
- Review initial construction records and alteration documents
- Hydrologic conditions including surface drainage patterns and water features
- Interviews with management and operation personnel if the site is occupied
- Review any available on-site documents and records relating to environmental matters
- Observations of general controlling geologic and hydrogeologic features
- Environmental regulatory records contained in governmental agency files such as Federal and State Environmental Protection Agency, County Health Department, City Engineering Department, Fire Department, Water Quality Control Board and Utility companies

- Available soil boring logs, agriculture soil surveys and well water logs
- Local ground water quality, water level and usage patterns
HISTORICAL LAND USE RECORDS REVIEW
- Property titles, past tenant land use records and archival records
- Aerial photos, site maps and plans
- City Directories and Fire Insurance Maps
